Indeed, the composition of the Council and the quality of its membership will clearly have an impact on the functioning of the Council and the credibility of its work. Therefore, EU member states have committed themselves not to cast their vote for a candidate that is under sanctions imposed by the UN Security Council for human rights related reasons.
