La Convention devra donc devenir de plus en plus le lieu, non pas où se rencontreront des positions divergentes, mais où naîtra la meilleure médiation, une médiation établissant la double légitimité existant en Europe : la communautaire et l'intergouvernementale.
The Convention will therefore increasingly have to become a forum not for thrashing out different positions but for finding the best compromise, a compromise which confirms the two forms of legitimacy in Europe – the Community and the intergovernmental.
