Given the high up-front investment costs and the expected 10 to 15 year lifespan of metering solutions, it is of the utmost importance that Member States agree on a minimum level of functionality for smart metering so that the same minimum options can be offered to all consumers, irrespective of where they live and who provides the service, and to ensure interoperability.
