66. Every operator of an offshore installation shall at all times operate the installation in accordance with limitations imposed by the certificate of fitness and by these Regulations and in accordance with the operations manual.

69. 69. Where an inspection reveals conditions that threaten the integrity of the foundation or platform of an offshore installation, the operator shall take remedial action to restore the integrity of the installation to the satisfaction of the certifying authority.

(2) En cas d’urgence, l’exploitant de l’installation au large des côtes peut réparer ou modifier l’installation si le directeur de celle-ci considère que le délai exigé pour se conformer au paragraphe (1) mettrait en danger le personnel ou l’environnement.
(2) In an emergency, the operator of an offshore installation may repair or modify the installation when the manager of the installation considers that the delay required to comply with subsection (1) would endanger personnel or the environment.

(4) L’exploitant de l’installation au large des côtes doit sans délai aviser l’autorité et le délégué s’il décèle une détérioration de l’installation susceptible de nuire à la sécurité de l’installation ou d’endommager l’environnement.
(4) The operator of an offshore installation shall notify the certifying authority and the Chief immediately if the operator notices any deterioration of the installation that could impair the safety of the installation or damage the environment.

(3) Lorsqu’un système de distribution primaire ou secondaire d’énergie, de chauffage ou d’éclairage est utilisé, sans mise à la terre, dans l’installation au large des côtes, celle-ci doit être dotée d’un dispositif de surveillance continuel du niveau d’isolation à la terre qui est capable de donner une indication sonore ou visuelle en cas de niveau d’isolation anormalement bas.
(3) Where a primary or secondary distribution system for power, heating or lighting, with no connection to earth, is used on an offshore installation, a device capable of continuously monitoring the insulation level to earth and of giving an audible or visual indication of abnormally low insulation values shall be provided.

4. Lorsqu’une installation existante destinée à la production doit être introduite dans les eaux au large des côtes d’un État membre ou en être retirée, l’exploitant en informe l’autorité compétente par écrit avant la date d’introduction ou de retrait de cette installation des eaux au large des côtes de l’État membre.
4. Where an existing production installation is to enter or leave the offshore waters of a Member State, the operator shall notify the competent authority in writing prior to the date on which the production installation is due to enter or leave the offshore waters of the Member State.

In order to maintain the effectiveness of major hazard controls in offshore waters of Member States, the report on major hazards should be prepared and, as necessary, amended in respect of any significant aspect of the lifecycle of a production installation, including design, operation, operations when combined with other installations, relocation of such installation within the offshore waters of the Member State in question, major modifications, and final abandonment.

Aucune installation ne devrait être exploitée dans les eaux situées au large des côtes des États membres si l’autorité compétente n’a pas accepté le rapport sur les dangers majeurs soumis par l’exploitant ou le propriétaire.
No installation should be operated in offshore waters of Member States unless the competent authority has accepted the report on major hazards submitted by the operator or owner.
