Calls on the Commission to start developing as a matter of urgency ways to ensure that elements of sustainable fiscal discipline are in parallel followed up with concrete proposals on growth and jobs and encouraging private investments that create elements of growth, solidarity among Member States and democratic legitimacy, and the needed structural reforms, namely to reduce youth unemployment including by better matching the qualifications of young people to labour demand, combat labour market segmentation, improve the sustainability of pension systems, increase the efficiency of taxation systems, enhance competition in the relevant areas of the services sector, facilitate credit access, cut red tape, remove unnecessary layers of government and combat tax evasion; welcomes the enhanced democratic legitimacy within the European Semester; recalls the necessity to further enhance democratic legitimacy within the European Semester;

Les membres du Comité estiment que la participation de tous les acteurs concernés au sein de la société doit permettre d'accroître la légitimité démocratique et de renforcer ainsi l'UEM au profit de tous les Européens.

Welcomes the Commission's proposal regarding the role of the EMPA, which should become an integral part of the institutional framework of the Barcelona Process: Union for the Mediterranean as its parliamentary dimension; underlines the fact that enhancement of democratic legitimacy is necessary, as is strengthening of the role of the EMPA, the only parliamentary assembly uniting the 27 EU Member States and all the parties involved in the Middle East peace process; considers that the EMPA, as a consultative body, should have the right to make proposals and assessments; supports participation in the EMPA by the parliamentary representatives of countries which are not part of the Barcelona Process;

10. se félicite de la proposition de la Commission relative au rôle de l'Assemblée parlementaire euro-méditerranéenne (APEM), laquelle devrait devenir partie intégrante du cadre institutionnel du processus de Barcelone: Union pour la Méditerranée, où elle représenterait la dimension parlementaire; souligne qu'il est indispensable de renforcer la légitimité démocratique ainsi que le rôle de l'APEM, la seule Assemblée parlementaire réunissant les 27 États membres de l'UE et toutes les parties associées au processus de paix au Proche-Orient; considère que l'APEM, en tant qu'organe consultatif, devrait avoir le droit de présenter des propositions et évaluations;

Au nom du Parlement européen, M. BROK, a souligné notamment que les résultats de la CIG devraient assurer la capacité de l'Union à se développer après l'élargissement à 27 membres, par la réforme des structures et des procédures de manière à conserver et à renforcer sa capacité d'agir ainsi que sa légitimité démocratique et sa transparence.
Mr BROK, on behalf of the European Parliament, stressed in particular that the outcome of the IGC should secure the Union's ability to develop after enlarging to up to 27 member states by reforming structures and procedures in such a way as to maintain and enhance ability to act, democratic legitimacy and transparency.

It would make a major contribution to the European space effort provided that the Community endeavours to : - put the full weight of its democratic legitimacy and established place in European society behind the ambitious new programmes which the ESA has decided to undertake, by enhancing the credibility of that policy, (*) COM (88) 417 - 2 - - create favourable conditions for the development of the technologies needed for access to space, the exploitation of space applications and their integration within the socio- economic fabric of the Community, plus the consolidation of the European space industry's presence in the world, - ensure that the actions of the Member States, the ESA and other bodies are consistent with Community law.
