For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:

WHEREAS it is necessary to create, for the period remaining between the entry into force of this Protocol and the end of the 2009-2014 parliamentary term, the 18 additional seats provided for the Member States concerned by the political agreement reached by the European Council at its meeting on 18 and 19 June 2009,

CONSIDÉRANT qu’il convient, du fait que le traité de Lisbonne est entré en vigueur après les élections parlementaires européennes du 4 au 7 juin 2009, et comme prévu par la déclaration adoptée par le Conseil européen lors de sa réunion des 11 et 12 décembre 2008 et par l’accord politique dégagé par le Conseil européen lors de sa réunion des 18 et 19 juin 2009, de prévoir des mesures transitoires concernant la composition du Parlement européen jusqu’au terme de la législature 2009-2014,
WHEREAS, as the Treaty of Lisbon entered into force after the European Parliament elections on 4 to 7 June 2009, and as provided for in the declaration adopted by the European Council at its meeting on 11 and 12 December 2008 and in the political agreement reached by the European Council at its meeting on 18 and 19 June 2009, it is necessary to lay down transitional provisions on the composition of the European Parliament until the end of the 2009-2014 parliamentary term,

Le Conseil européen donnera son accord politique sur le projet révisé de décision relative à la composition du Parlement européen pour la législature 2009-2014, fondé sur la proposition du Parlement européen.
The European Council will give its political agreement on the revised draft Decision on the composition of the European Parliament for the legislative period 2009-2014, based on the proposal from the European Parliament.

Par conséquent l'Italie considère que, sans préjudice de la décision relative à la législature 2009-2014, toute décision adoptée par le Conseil européen, sur initiative du Parlement européen et avec son approbation, fixant la composition du Parlement européen, doit respecter les principes visés à l'article 14, deuxième paragraphe, premier alinéa.
Italy therefore considers that, without prejudice to the decision on the 2009-2014 legislative period, any decision adopted by the European Council, at the initiative of the European Parliament and with its consent, establishing the composition of the European Parliament, must abide by the principles laid down out in the first subparagraph of Article 14.

En revanche, en cas d'adhésion ultérieure pendant la législature, le nombre total de sièges au Parlement pourra temporairement dépasser les 732. À partir de la législature 2009-2014, le nombre maximal de 732 devra être respecté de nouveau.
However, in the event of any further accession during the parliamentary term, the number of seats would provisionally be allowed to exceed 732, this maximum applying again with effect from the 2009-2014 parliamentary term.
