1. estime que la modification du protocole n° 36 demandée par le Conseil européen découle directement des nouvelles dispositions du traité de Lisbonne et constitue une solution valable qui permettra à l'ensemble des États membres bénéficiant de sièges supplémentaires de désigner les députés concernés; convient que 18 députés européens supplémentaires doivent être élus au Parlement pour le restant de la législature 2009-2014; insiste toutefois sur le fait que les 18 députés doivent commencer à siéger au Parlement en même temps afin de ne pas bouleverser l’équilibre des nationalités dans l’Assemblée; invite instamment les États membres à achever leurs procédures d’élection de manière pragmatique dans les plus brefs délais;
1. Takes the view that the amendment of Protocol No 36 requested by the European Council stems directly from the new provisions of the Lisbon Treaty, and is a valid solution that will enable all those Member States entitled to additional seats to designate the MEPs concerned; agrees that an additional 18 MEPs should be elected to Parliament for the remainder of the 2009-2014 term; insists, however, that all 18 should take up their seats in Parliament at the same time in order not to upset the balance of nationalities in the House; urges Member States to complete their election procedures in a pragmatic way as soon as possible;

Pour la période de la législature 2009-2014 restant à courir à compter de la date d'entrée en vigueur du présent article, et par dérogation aux articles 189, second alinéa, et 190, paragraphe 2, du traité instituant la Communauté européenne et aux articles 107, second alinéa, et 108, paragraphe 2, du traité instituant la Communauté européenne de l'énergie atomique, qui étaient en vigueur au moment des élections parlementaires européennes de juin 2009, et par dérogation au nombre de sièges prévus par l'article 14, paragraphe 2, premier alinéa, du traité sur l'Union européenne, les dix-huit sièges suivants sont ajoutés aux 736 sièges existants, portant ainsi provisoirement le nombre total de membres du Parlement européen à 754 jusqu'à la fin de la législature 2009-2014:

For the period of the 2009-2014 parliamentary term remaining at the date of entry into force of this Article, and by way of derogation from Articles 189, second paragraph, and 190(2) of the Treaty establishing the European Community and Articles 107, second paragraph, and 108(2) of the Treaty establishing the European Atomic Energy Community, which were in force at the time of the European Parliament elections in June 2009, and by way of derogation from the number of seats provided for in the first subparagraph of Article 14(2) of the Treaty on European Union, the following 18 seats shall be added to the existing 736 seats, thus provisionally bringing the total number of members of the European Parliament to 754 until the end of the 2009-2014 parliamentary term:

En revanche, en cas d'adhésion ultérieure pendant la législature, le nombre total de sièges au Parlement pourra temporairement dépasser les 732. À partir de la législature 2009-2014, le nombre maximal de 732 devra être respecté de nouveau.
However, in the event of any further accession during the parliamentary term, the number of seats would provisionally be allowed to exceed 732, this maximum applying again with effect from the 2009-2014 parliamentary term.
