Les autorités libyennes savent également que la décision concernant leur adhésion ou non au processus de Barcelone sera prise par un vote à l’unanimité lors du prochain Conseil européen, auquel la Bulgarie et la Roumanie auront le droit de participer et de prendre la parole, même si elles ne peuvent pas voter.
The Libyan authorities also know that the decision on whether it can join the Barcelona process will be made by unanimous vote at the forthcoming European Council, at which Bulgaria and Romania have the right to take part and to speak, even if they cannot vote.
