Question No. 184 Ms. Chris Charlton: With respect to the new review mechanism for the RCMP outlined in Budget 2010: (a) what will the mandate of the new organization be; (b) how will the organization be structured; (c) how will the $8 million allocated to the new organization be spent over the next two years, broken down by year and type of expenditure; (d) will the new organization have the ability to subpoena documents and witnesses; (e) will the new organization have the ability to investigate other law-enforcement agencies; (f) will the new organization have the ability to share information with other oversight agencies, and if so, which ones; (g) will the new organization have the ability to independently launch investigations into any aspect of the RCMP's activities; (h) will the new organization have the ability to oversee RCMP intelligence activities; (i) what internal and external consultations have taken place on the structure and powers of the new organization; and (j) how will the new organization relate to the existing RCMP complaints commission?

He understood and still understands that the difficulty which aboriginal peoples face needs to be seen as a top priority, that no international body or community will assist us here in Canada with a problem or a set of issues which are uniquely Canadian and require a Canadian response.

- Monsieur le Président, je ne reviendrai pas longuement sur les effets de cette Charte aux différents niveaux : sur le plan interne, le citoyen européen sait que maintenant l'Europe n'est pas qu'économique ; sur le plan de l'élargissement, nul pays ne pourra prétendre intégrer l'Union s'il ne respecte pas, dans son ordre juridique interne, les principes de la Charte et, enfin, sur le plan mondial, c'est le message de l'Europe.
– (FR) Mr President, I shall not dwell at length on the impact of this Charter at the various levels. Within Europe, the European citizen knows that Europe is now not just an economic entity; within the candidate countries, no country will be able to aspire to join the European Union without ensuring that its national legal system adheres to the principles of the Charter; and finally, on the world scale, this is the message sent out by Europe.

Par conséquent, nous espérons que le Canada pourra nommer un juge canadien au tribunal du droit de la mer et aussi être représenté au conseil de cet organisme international de décision.
It is our hope therefore that Canada will have the possibility to appoint a Canadian judge to the law of the sea tribunal and also have a seat on the council of this decision making international body.
