Les agriculteurs ont tout d’abord déploré les retards inacceptables dans la mise en œuvre des programmes ISPA et Sapard. Ces retards sont dus - ils l’ont dit de manière explicite - au mauvais fonctionnement de l’agence gouvernementale qui doit tenir lieu de filtre: manque d’informations de base, aucune assistance dans la planification des projets, arbitraire dans la manière dont ces projets sont envoyés de Bucarest à Bruxelles, coûts exorbitants des rares conseils disponibles et retards injustifiables imposés par un appareil bureaucratique qui pénalise surtout les régions périphériques de la Roumanie, qui sont certainement les régions les plus pauvres.
First and foremost, the farmers complained of unacceptable delays in the implementation of the ISPA and Sapard programmes, delays which they made it quite clear were due to the poor functioning of the government agency acting as a filter: a lack of basic information, no help in planning the projects, the arbitrary way in which the projects are transferred from Bucharest to Brussels, the exorbitant cost of the little advice available and unjustified delays imposed by a bureaucratic machine which penalises, above all, the outermost areas of Romania, which are certainly the poorest.
