I. considérant qu'Israël, dans sa loi fondamentale «Jérusalem, capitale d'Israël», de 1980, a proclamé que Jérusalem, complète et unifiée, était la capitale d'Israël, ce qui va à l'encontre de la résolution 478 (1980) du Conseil de sécurité des Nations unies; considérant que les conclusions du Conseil du 14 mai 2012 répètent une fois de plus qu'il faut trouver un moyen de résoudre, par la négociation, la question du statut de Jérusalem comme future capitale des deux États; considérant que les développements récents à Jérusalem-Est font de la perspective que Jérusalem devienne un jour la capitale de deux États une hypothèse de plus en plus improbable et inopérable dans la pratique; considérant que Jérusalem-Est est de plus en plus détachée de la Cisjordanie, tandis que la vieille ville se détache de plus en plus du reste de Jérusalem-Est;
I. whereas Israel, in its ‘Basic Law: Jerusalem, Capital of Israel’ of 1980, declared Jerusalem the complete and united capital of Israel, which is in contradiction with UN Security Council resolution 478 (1980); whereas the Council conclusions of 14 May 2012 reiterated again that a way must be found through negotiations to resolve the status of Jerusalem as the future capital of two states; whereas current developments in East Jerusalem, make the prospect of Jerusalem becoming the future capital of two states increasingly unlikely and unworkable in practice; whereas East Jerusalem is increasingly detached from the West Bank while the Historic Basin within Jerusalem is increasingly detached from the rest of East Jerusalem;
