Welcomes the positive role and necessary support that the EU wishes to provide in facilitating the resolution of the Israeli-Palestinian conflict and the larger Israeli-Arab conflict through peaceful and constructive means, which serve the EU’s interests of security, stability and prosperity in the Middle East; calls on the EU to devise a positive incentives package for both the Palestinians and the Israelis, to be implemented by all parties, including regional actors such as the League of Arab States, at the start of the negotiations, as the sole means of successfully creating the necessary positive atmosphere in which the peace process between Israel and the Palestinian Authority can be relaunched and trust be rebuilt; urges all the EU institutions and Member States, for that reason, to encourage trade, cultural, scientific, energy, water and economic relations between Israel and its neighbours in the region, including trilateral trade between Member States, Israel and the Palestinian Authority;

Welcomes the recent visit of the High Representative/Vice-President to Israel and to Palestine and her commitment to engage proactively in a positive process aimed at breaking the circle of the conflict and creating the conditions for genuine progress in the peace process; believes that the European Union should take its responsibility and become a genuine actor and facilitator in the Middle East peace process, also with a view to the need of the resumption of the peace talks, including through a common approach and a comprehensive strategy for a solution to the Israeli-Palestinian conflict; reiterates that a diplomatic approach under the auspices of the Middle East Quartet is necessary and recalls the importance of the Arab Peace Initiative;

Conformément aux intentions exprimées par les intéressés et rappelant l'engagement du président Abbas en faveur d'un programme pour la paix, le Conseil a demandé qu'un dialogue s'engage rapidement entre le premier ministre israélien et le président de l'Autorité palestinienne, compte tenu de l'urgente nécessité de relancer le processus qui doit mener à un règlement négocié du conflit israélo-palestinien conduisant à la création d'un État palestinien indépendant, démocratique et viable, vivant côte à côte avec Israël et ses autres voisins dans la paix et la sécurité.

In line with their declared intentions and recalling President Abbas' commitment to a platform of peace, the Council called for an early engagement between the Israeli Prime Minister and the President of the Palestinian Authority in view of the urgent need to relaunch the process towards a negotiated settlement of the Israeli-Palestinian conflict leading to an independent, democratic, and viable Palestinian State living side by side in peace and security with Israel and its other neighbours.

L'Union déploiera son effort notamment dans le cadre du groupe de travail multilatéral sur le développement économique régional et de celui sur la limitation des armements et la sécurité régionale, afin de contribuer au développement économique et à la sécurité régionale au Proche-Orient ; - apporter un soutien à l'autorité provisoire d'autogouvernement palestinienne qui doit être mise en place aux termes de l'accord israélo-palestinien par la mise en oeuvre rapide, efficace et transparente des programmes d'aide de l'Union européenne pour le développement des territoires occupés, en consultation étroite avec les Palestiniens.
The Union's efforts will be channelled in particular through the multilateral working groups on Regional Economic Development and Arms Control and Regional Security with a view to contributing to economic development and regional security in the Middle East; - supporting the Palestinian Interim Self-Government Authority to be established under the Israeli-PLO agreement through the rapid, efficient and transparent implementation of European Union aid programmes for the development of the Occupied Territories, in close consultation with the Palestinians.
