D. whereas it is vital to find a solution to a conflict which has already generated more negotiations, conferences and mediation than any other contemporary conflict, including the Cyprus Armistice of 1949; the Gunnar Jarring negotiating mission and the William Rogers peace plan in 1967-1970; the mediation by Henry Kissinger in 1973-1974; the Geneva Peace Conference project in 1976-1977; the Camp David Conference and Agreements (1977-1978); the Madrid Peace Conference (1991) and its eleven subsequent negotiating sessions up to 1993; the Oslo negotiations (1993); the Israeli-Palestinian Washington Agreements (1993 and 1995); and the Israeli-Palestinian negotiations in Taba, Cairo, Hebron, Wye Plantation, Sharm el Sheik, Camp David, Taba, etc. between 1993 and 2001,

the withdrawal of Israeli troops should cover the whole of the Palestinian territories still under occupation, so that the PNA can exercise full sovereignty over them; in this connection, welcomes the recent Israeli-Palestinian agreements which are to give the PNA control over 40% of the territory of the West Bank by the end of January 2000, in line with the legitimate right of the Palestinians to build a sovereign state, a requirement also recognised by the European Council in Berlin;

D. whereas the decision of Hamas to participate in the elections and its success will confer on it the responsibility to comply with the previous agreements signed by the Palestinians, which include the rejection of terrorism and the recognition of Israel's right to exist, as demanded by the international community,

2. condamne les incursions illégales de l’armée israélienne dans les territoires palestiniens sous contrôle de l’Autorité palestinienne; estime qu'il s'agit d'une violation grave et répétée des accords israélo-palestiniens et demande au gouvernement israélien de respecter les engagements signés avec l'ANP et ratifiés par la Knesset;
2. Condemns the Israeli army’s illegal incursions into the Palestinian territories under the control of the Palestinian Authority; considers that this constitutes a serious and repeated violation of Israeli and Palestinian agreements and calls on the Israeli Government to comply with the undertakings signed with the PNA and ratified by the Knesset;

L'Union déploiera son effort notamment dans le cadre du groupe de travail multilatéral sur le développement économique régional et de celui sur la limitation des armements et la sécurité régionale, afin de contribuer au développement économique et à la sécurité régionale au Proche-Orient ; - apporter un soutien à l'autorité provisoire d'autogouvernement palestinienne qui doit être mise en place aux termes de l'accord israélo-palestinien par la mise en oeuvre rapide, efficace et transparente des programmes d'aide de l'Union européenne pour le développement des territoires occupés, en consultation étroite avec les Palestiniens.
The Union's efforts will be channelled in particular through the multilateral working groups on Regional Economic Development and Arms Control and Regional Security with a view to contributing to economic development and regional security in the Middle East; - supporting the Palestinian Interim Self-Government Authority to be established under the Israeli-PLO agreement through the rapid, efficient and transparent implementation of European Union aid programmes for the development of the Occupied Territories, in close consultation with the Palestinians.
