3. Member States may establish a procedure which allows a service provider who intends to make or irrevocably contract for significant investments in immovable assets during the last 10 years before the end of the existing authorisation and can demonstrate that these investments will lead to an improvement in the overall efficiency of the service concerned, to request the competent authority to launch a selection procedure in accordance with Article 8 for a new authorisation before the authorisation in question expires or to extend the existing authorisation for a period of 10 years once during the last 10 years of validity of the authorisation.

3. Les États membres peuvent mettre en place une procédure selon laquelle, dans les cas où le fournisseur de services a l'intention de réaliser ou d'engager irrévocablement des investissements substantiels avant la fin de l'autorisation existante et où il peut démontrer qu'ils entraîneront une amélioration de l'efficacité globale du service concerné, il peut demander à l'autorité compétente de lancer une procédure de sélection conformément à l'article 12 , en vue d'une nouvelle autorisation avant l'expiration de l'autorisation en question.
3) Member States may establish a procedure according to which, in cases where the service provider intends to make or irrevocably contract for significant investments before the end of the existing authorisation and where it can demonstrate that these will lead to an improvement in the overall efficiency of the service concerned, it may request the competent authority to launch a selection procedure in accordance with Article 12 for a new authorisation before the end of the authorisation in question.
