5. se félicite de ce que, à la suite de demandes répétées du Parlement, un montant de 47 608 950 EUR en crédits de paiement soit, pour la première fois, inscrit dans le budget 2011 sur la ligne budgétaire 04 05 01 consacrée au Fonds; rappelle que le Fonds a été créé en tant qu'instrument spécifique distinct, ayant ses propres objectifs et échéances, et qu'il doit, à ce titre, bénéficier d'une dotation spécifique, de manière à remplacer les virements à partir d'autres lignes budgétaires, comme cela était pratiqué par le passé au risque de compromettre la réalisation des différents objectifs politiques; relève que le montant des crédits de paiement initialement inscrit sur la ligne budgétaire 04 05 01 sera pleinement utilisé une fois que les propositions soumises à ce jour en vue de la mobilisation du Fonds auront été adoptées par les deux branches de l'autorité budgétaire;

Welcomes the fact that following repeated requests from Parliament, for the first time the 2011 budget shows payment appropriations of EUR 47 608 950 on the EGF budget line 04 05 01; recalls that the EGF was created as a separate specific instrument with its own objectives and deadlines and that it therefore deserves a dedicated allocation, superseding transfers from other budget lines, as done in the past, which could be detrimental to the achievement of the various policies objectives; notes that the amount of payment appropriations initially entered on the budget line 04 05 01 will have been fully consumed after adoption by both arms of the budgetary authority of the proposals submitted to date for mobilising the EGF;

The Commission has today adopted, on behalf of the Commissioner for Environment, Mr Carlo RIPA di MEANA, a proposal for a Council Directive concerning the sulphur content in gasoil for heating, industrial, bunker (marine) and automotive use in which it is described : - to reduce the sulphur content of diesel fuel to not more than : * 0,2 % by weight as from 1st October 1994 * 0,05 % by weight as from 1st October 1996; - to have the availability on the market and a balanced distribution of diesel fuel of 0,05 % by weight by 1st October 1995, meaning that not less than 25 % of the total amount of gasoil distributed in each Member State contains this product; - to reduce the sulphur content of heating, industrial and bunker gasoils to not more than : * 0,2 % by weight as from 1st October 1994 * 0,1 % by weight as from 1st October 1999 On 1st January 1989 the Directive 87/219/EEC concerning the sulphur content of gasoil came into force.
