Une gestion réellement intégrée des frontières doit poursuivre deux objectifs: renforcer la sécurité et permettre à ceux qui souhaitent entrer dans l’Union légalement et pour des raisons légitimes de passer plus facilement les frontières.
Truly integrated border management must work towards two basic objectives: enhancing security and facilitating the crossing of borders by those who are intending to enter legally and for legitimate reasons.

Ces orientations réalisent notamment les priorités de la Communauté en vue de poursuivre la mise en place progressive du système commun de gestion intégrée des frontières pour les frontières extérieures et de renforcer les contrôles et la surveillance des frontières extérieures des États membres.
The guidelines shall in particular give effect to the priorities of the Community with a view to the further gradual establishment of the common integrated border management system for external borders and the strengthening of controls and surveillance of the external borders of the Member States.

2. Pour les objectifs généraux visés à l'article 3, paragraphe 1, points a), b) et c), ces orientations réalisent notamment les priorités de la Communauté en vue de poursuivre la mise en place progressive du système européen commun de gestion intégrée des frontières et de renforcer les contrôles et la surveillance des frontières extérieures de l'Union.
2. For the general objectives referred to in Article 3(1)(a), (b) and (c), those guidelines shall, in particular, give effect to the priorities of the Community with a view to the further gradual establishment of the European common-integrated-border management system for external borders and the strengthening of controls at and surveillance of the external borders of the Union.
