La communication de la Commission au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions intitulée «Quatrième paquet ferroviaire — Achever l'espace ferroviaire unique européen pour stimuler la compétitivité et la croissance européennes» (ci-après dénommée «quatrième paquet ferroviaire») a souligné la nécessité d'une entreprise commune dans le secteur ferroviaire afin de contribuer au développement du rail en tant que mode de transport en favorisant des innovations significatives en ce qui concerne le matériel roulant destiné au transport de voyageurs, le transport de marchandises, les systèmes de gestion du trafic et l'infrastructure ferroviaire.
The Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions entitled ‘The Fourth Railway Package — Completing the Single European Railway Area to foster Union competitiveness and growth (the “Fourth Railway Package”)’ highlighted the need for a joint undertaking in the railway sector to help develop rail as a mode of transport by promoting step-change innovations for passenger rolling stock, freight transport, traffic management systems and rail infrastructure.

- (NL) Monsieur le Président, Mesdames et Messieurs, le traitement de ces rapports regroupés en une seule entité intitulée "paquet ferroviaire", dans laquelle divers aspects partiels de la question ferroviaire sont abordés - comme la sécurité sur les chemins de fer communautaires, le développement de lignes à grande vitesse, l’octroi de licences à des entreprises ferroviaires, ainsi que la tarification et la répartition des infrastructures ferroviaires -, me donne l’occasion aujourd’hui d’attirer l’attention du Parlement, au cours du débat concernant le système ferroviaire transeuropéen, sur le blocage permanent du dossier relatif au "Rhin de fer".
– (NL) Mr President, ladies and gentlemen, the treatment of these reports as a single unit named ‘rail package’, whereby various part-aspects of the railways issue are covered – for example safety on the Community’s railways, the development of high-speed lines, the granting of licences to railway undertakings, and the levying of charges and the allocation of railway infrastructure – presents me with the opportunity of drawing Parliament’s attention today, in the course of the discussion on the trans-European rail system, to the continuing blocking of the ‘Iron Rhine’ dossier.
