12. Notes with concern that translation costs vary enormously from one Union institution to another; asks consequently that the Interinstitutional Working Group on Translation determine the causes of these disparities and put forward solutions with a view to ending the inequality and harmonising translation costs, without in any way impairing quality and linguistic diversity; notes, with this in mind, that the working group should relaunch interinstitutional collaboration in order to share best practices and outcomes and determine those areas in which interinstitutional cooperation or agreements could be strengthened; notes that the working group should also aim to establish a unified methodology, common to all the institutions, for the presentation of translation costs in order to simplify cost analysis and comparison; notes that the working group should present the results of this work before the end of 2015; calls on all the institutions to play an active part in the proceedings of the Interinstitutional Working Group; points to the fundamental importance of preserving multilingualism in the Union institutions in order to ensure that all Union citizens can enjoy equal treatment and equal opportunities;

9. rappelle au Conseil que, faute d'un accord entre le Parlement européen et le Conseil, il n'y aura ni perspectives financières ni accord interinstitutionnel; rappelle aussi que, étant donné qu'il a adopté sa position de négociation en temps utile, le 8 juin 2005, il rejettera toute tentative visant à lui imputer la responsabilité d'un éventuel retard dans la réalisation d'un accord;

Reminds the Council that there will be no Financial Perspective and no Interinstitutional Agreement without an agreement between the European Parliament and the Council; also recalls that since it adopted its negotiating position on 8 June 2005 in due time, it will reject any attempt to hold it responsible for any delay in reaching agreement;

- (DE) Monsieur le Président, chers collègues, je voudrais rappeler au début de mon intervention que ce Parlement européen devra voter le traité d’élargissement pays par pays, mais aussi le transfert de fonds correspondant, conformément à l’article 25 de l’Accord interinstitutionnel, à la majorité absolue des députés et avec trois quarts des votes exprimés. C’est par conséquent une bonne chose que la Commission et le Conseil associent dès le départ le Parlement aux négociations.
– (DE) Mr President, ladies and gentlemen, right at the beginning of my contribution to the debate, I would like to remind you that Parliament will not only have to approve the enlargement treaties with each country in turn, but also, in exactly the same way, the relevant transfers of funds in accordance with Article 25 of the interinstitutional agreement, with an absolute majority of members and three-quarters of the votes cast, and so it is a good thing that both the Commission and the Council have involved Parliament in the negotiations from an early stage.
