Je crois cependant que l'ACDI pourrait très bien se munir d'instruments supplémentaires visant à aider à partager le risque, surtout dans des pays comme l'Afghanistan et Haïti, ces endroits du monde plus difficiles que le Canada a choisi de cibler à certains égards.
