C. considérant que, dans sa résolution susmentionnée du 23 mai 2013, le Parlement est d'avis que tout nouvel instrument proposé en matière de convergence et de compétitivité (ICC) devrait être adopté conformément à la procédure législative ordinaire, reposer sur la méthode communautaire et garantir un contrôle adéquat par le Parlement; considérant que le Parlement souligne qu'un tel mécanisme devrait être financé au moyen d'un nouvel instrument lancé et régi conformément à la méthode communautaire en tant que partie intégrante du budget de l'Union, mais en dehors des plafonds du CFP, de façon à garantir la pleine implication du Parlement européen; considérant qu'il convient avec la Commission que les ICC jettent les bases d'une véritable capacité budgétaire afin de soutenir la solidarité et la mise en œuvre de réformes structurelles durables favorisant la croissance;
C. whereas in its aforementioned resolution of 23 May 2013, Parliament takes the view that any proposed new Convergence and Competitiveness Instrument (CCI) should be adopted in accordance with the ordinary legislative procedure, be based on the Community method and provide for proper scrutiny by Parliament; whereas Parliament points out that such a mechanism should be funded by means of a new facility triggered and governed under the Community method as an integral part of the EU budget, but over and above the Multiannual Financial Framework (MFF) ceilings, so as to ensure that Parliament is fully involved; whereas it agrees with the Commission that CCIs are the first building blocks of a genuine fiscal capacity that supports solidarity and the implementation of sustainable, growth-enhancing structural reforms;
