Récemment, nous avons appris par la presse espagnole ("El Pais" du 6 février 2001) que l'exécutif fédéral du Parti socialiste ouvrier espagnol a demandé, à titre privé, à D. Domingo Jiménez Beltrán, directeur de l'Agence européenne pour l'environnement, d'élaborer un projet alternatif au Plan hydrologique national élaboré par le gouvernement du royaume d'Espagne.
It was recently reported in the Spanish press (‘El Pais’ of 6 February 2001) that the federal executive committee of the Spanish Socialist Workers’ Party had privately requested Mr Domingo Jiménez Beltrán, director of the European Environment Agency, to draw up an alternative project to the national hydrological plan devised by the Spanish Government.

L’auteur de la présente question est interpellé par la grande facilité avec laquelle on peut, via la page web de l’Agence européenne pour l’environnement, accéder à l’opinion que le directeur de cette agence, M. Domingo Jiménez Beltrán (lequel précise à plusieurs reprises qu’il ne s’exprime pas au nom de l’Agence, de la Commission européenne ou d’autres institutions communautaires), a exprimée à titre personnel concernant le plan hydrologique national élaboré par le gouvernement du Royaume d’Espagne.
Via the web page of the European Environment Agency it is very easy to gain access to the opinion which, on a personal basis (the author states on several occasions that his opinion 'does not constitute the formal opinion of the Agency, the Commission or other Community institutions'), has been expressed by the Director of the Agency, Domingo Jiménez Beltrán, concerning the National Hydrological Plan drawn up by the Spanish Government.
