Huhne (ELDR ). – Mr President, I would like to congratulate the rapporteur on this report.

J'approuve ce qu'a dit mon collègue Huhne et l'amendement présenté par mes collègues Huhne et Villiers, et je crois que l'on doit s'abstenir d'élaborer une réglementation spécifique et rigide qui aboutirait inévitablement à l'exercice d'un contrôle sur la liberté de la presse, sur la liberté de l'exercice du métier de journaliste.
I agree with what Mr Huhne said and with the amendment tabled by Mr Huhne and Mrs Villiers, and I believe that we must avoid introducing specific, rigid legislation, which would, inevitably, ultimately lead to some sort of regulation of the freedom of the press and the freedom to exercise the profession of journalism.

Deux questions se posent : en ce qui concerne le première, urgente, à savoir la création du fameux passeport unique, qui facilite et rend moins onéreuse la collecte de fonds à l'intérieur de l'Union européenne, je pense que la position de M. Huhne - que la commission a faite sienne - mérite notre entière adhésion ; pour ce qui est de la seconde, c'est-à-dire la possibilité concédée aux États membres de soustraire aux obligations découlant de la directive les sociétés d'un capital inférieur à 350 millions d'euros - proposée par M. Huhne -, je crois qu'elle va dans le sens de la conciliation de la transparence de l'information avec la sauvegarde des entreprises de taille moins réduite.
Two points now: the first, which is urgent, concerns the creation of the so-called single passport, designed to speed up and cut the cost of raising capital within the European Union. I believe that Mr Huhne’s framework, which the Committee has adopted, is something we can accept in its entirety. The second point concerns the chance given to the Member States to exempt companies with capitalisation below the EUR 350 million threshold from the obligations arising from the directive, as proposed by Mr Huhne. I believe this is a way of tempering the transparency of information with safeguards for the less small companies.
