The third European Union-Latin America and the Caribbean Summit, scheduled to take place in Guadalajara, Mexico, this May, offers a superb opportunity to move forward in relations with our Latin American partners as a whole and agree on a realistic timetable for negotiating an association agreement along the lines spelt out in Article 2(1) of the Political Dialogue and Cooperation Agreement between the European Community and its Member States and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama.

C'est la raison pour laquelle il serait avisé d'utiliser cette année et l'année prochaine pour le large débat public, mais également d'entamer la convention dès la deuxième moitié de l'année prochaine, afin de disposer de toute l'année 2003 pour les négociations et de les conclure fin 2003, voire début 2004 au plus tard. Ainsi, le résultat de ces négociations fera partie intégrante des débats de la campagne électorale européenne.
I think it would therefore be a good idea if we used this year and next year for the broad public process and started on the convention in the second half of next year, so that we have the whole of 2003 for negotiations and can wrap things up at the end of 2003 or by the beginning of 2004 at the latest so that the outcome can be discussed during the European election campaign.
