Lorsqu'il est satisfait du travail préparatoire effectué pour un groupe de produits candidat et qu'il adhère à la recommandation favorable du groupe de travail ad hoc, le CUELE transmet le rapport final avec les propositions de rédaction du mandat à la Commission et lui demande d'entamer la procédure d'établissement des critères écologiques pour le groupe de produits en question et de lui donner un mandat tenant compte des propositions susmentionnées.

When satisfied with the above preparatory work for a candidate product group and with the positive recommendation of the ad hoc working group, the EUEB shall forward the final report together with the proposals concerning the drafting of the mandate to the Commission, and shall request the Commission to initiate the procedure for setting the ecological criteria for the product group in question and to give a mandate to the EUEB that takes into account the abovementioned proposals.

Comme le mentionne le document précité de la Commission relatif à la lutte contre le terrorisme, il serait souhaitable d'améliorer la coordination des activités antiterroristes au sein même des institutions européennes (en suivant l'exemple de la rédaction conjointe du recueil d'évaluations de la menace terroriste par les groupes COTER et TWG ou encore les réunions mixtes de ces deux groupes de travail du Conseil) et de renforcer le rôle du groupe de travail Terrorisme dans l'élaboration des politiques européennes.
As is pointed out in the above-mentioned Commission paper on fighting terrorism, there are good arguments to improve the coordination of counter-terrorism activities inside the EU institutions (following the good example of the EU compendium of threat assessments written by TWG and COTER, or common meetings of these two working parties) and to reinforce the role of the Terrorism Working Group in preparing EU policy-making.
