Takes note of the outcome of the 20 August 2012 presidential elections in Somalia; urges all political actors in Somalia to commit to democracy, the rule of law and human rights, as the only way out of the vicious cycle of poverty, underdevelopment and insecurity; stresses that the end of the TFG’s mandate is a key test of the potential of Somalia to move towards a functioning state and of its capacity to rebuild strong, democratic and truly representative institutions; believes it will be crucial to facilitate an inclusive political dialogue in Somalia and promote consensus-building processes to support the new government; calls on the new Federal Government and the new President Hassan Sheikh Mohamud to work towards reconciliation among the Somali people by building on the Garowe Agreement, in order to establish the new federal state and begin the long but important process of delivering peace, security and democracy for all Somalis;

On 20 January 2011, the German Federal Government requested the Commission, pursuant to Article 114(4) TFEU, the permission to retain the existing provisions provided in German law for the five elements: lead, arsenic, mercury, barium and antimony, as well as for nitrosamines and nitrosatable substances released from toy material, beyond the date of entry into force of Annex II, Part III, to Directive 2009/48/EC of the European Parliament and of the Council of 18 June 2009 on the safety of toys (1) (hereinafter ‘the Directive’).

Notes the Council decision of 28 July 2011 to extend the EU's training mission for Somali security forces (EUTM Somalia) in Uganda until the end of 2011; notes with concern the fact that with EUTM the EU tries to alter the military balance in the country without an overarching political strategy for solving the conflict being in place; notes with concern the fact that many of the already trained Somali soldiers defected after deployment taking with them armament and other equipment; is concerned by the fact that the armed forces of TFG lack both, command and control and a financial system that allows regular payments of salaries; notes with concern reports of government forces looting food aid delivered by international donors to refugee camps in Mogadishu; calls on the HR/VC to explore further ways of strengthening the UN military mission AMISON in Somalia;

6. se félicite vivement de l'établissement de cinq zones régionales exemptes d'armes nucléaires respectivement en Amérique latine et dans les Caraïbes, dans le Pacifique-Sud, en Asie du Sud‑Est, en Asie centrale et en Afrique; invite les États membres, les États‑Unis et la Russie à suivre cet exemple en établissant une zone européenne exempte d'armes de destruction massive; invite les gouvernements britannique et français à se débarrasser de leurs armes nucléaires; demande instamment au gouvernement américain de retirer toutes ses armes nucléaires tactiques d'Europe et invite le gouvernement de la Fédération de Russie à retirer toutes les armes nucléaires de la partie occidentale de son territoire;

Strongly welcomes the establishment of five regional nuclear-weapon-free zones in. respectively, Latin America and the Caribbean, the South Pacific, South-East Asia, Central Asia, and Africa; calls on the Member States, the United States and Russia to follow this example by establishing an European zone free of weapons of mass destruction; calls on the French and British governments to do away with their nuclear weapons; urges the US Government to remove all tactical nuclear weapons from Europe, and calls on the Government of the Russian Federation to withdraw all nuclear weapons from the western part of its territory;
