I have a fundamental concern — and it comes on the 20 anniversary of the Canadian Charter of Rights and Freedoms — with our government in a democracy and our Parliament either using or turning over to the courts the responsibilities that should be, in the minds of many people, including me, those of the government reporting to and through Parliament.
