3. The purpose of the Communication is to give input to the mid-term review of the Structural Funds, when the allocation of the performance reserve will be determined, together with any adjustment as regards fund allocation, targets, priorities and measures.

Cependant, nous savons qu’il y aura un retard, malgré les règles n+2 et n+3; je demande donc avec insistance au Conseil, comme à la commission du développement régional et à la Commission européenne, de déclarer, dès à présent, que les ressources qui n’auront pas été utilisées dans le cadre des fonds structurels ne seront pas redistribuées dans les États membres, mais réaffectées dans le cadre d’un nouvel accord qui sera conclu dans les prochaines années, grâce auquel les fonds seront mis au service des objectifs de notre politique volontariste en la matière.
Nevertheless, we know that there will be a delay, in spite of rules n+2 and n+3; I therefore urge the Council, together with the Committee on Regional Development and the European Commission, to declare, forthwith, that the resources that are not used in the context of the Structural Funds will not be redistributed in the Member States, but reallocated as part of a new agreement that will be concluded in the next few years, thanks to which the Funds will be used to achieve the objectives of our proactive policy on this matter.

Finally, with regard to structural funding, the very sensible agreement that was reached, namely, to reduce the spend in 2005 but to have an arrangement in readiness agreed by all parties that a supplementary and amending budget could be brought in at any time, means both that we have control over what is happening in 2005 and that reasons have to be shown why we need real spend in 2006.
