IV. UNE NOUVELLE METHODE POUR L'ACTION STRUCTURELLE Dorenavant, la Commission propose d'articuler l'action structurelle communautaire a trois niveaux differents: - premier niveau: les Etats membres soumettent leur plans dans lesquels il presentent leur politique, leurs objectifs et leurs besoins. - second niveau: c'est l'elaboration par la Commission, en concertation avec les Etats membres et, eventuellement, les autorites regionales ou autres, des cadres communautaires d'appui. Ceux-ci permettront de definir les priorites de l'action communautaire et d'identifier les interventions structurelles necessaires. - troisieme niveau: c'est le niveau operationnel ou la forme privilegiee de l'intervention sera celle des programmes. Les programmes se substitueront aux petits projets qui entrainent une dispersion des ressources des Fonds Structurels et une limitation serieuse de leur efficacite.
IV. NEW APPROACH TO STRUCTURAL OPERATIONS The Commission is proposing a three-stage process for Community structural operations: - first stage: Member States submit plans setting out their policy, objectives and requirements; - second stage: the Commission, in consultation with Member Staes and, where appropriate, the regional or other authorities, will draw up Community support frameworks for defining the priorities for ommunity action identifying the structural operations needed; - third stage: this is the operational stage, at which programmes will be the preferred policy instrument and will replace small projects, which result in dispersal of the structural Funds' resources and seriously limit their effectiveness.
