Review of the description and procedures relating to the information systems, covering in particular the requirements set out in Annex IV to Regulation (EU) No 223/2014 and the verification of whether these systems are operational and have been set-up in order to ensure: (i) an adequate audit trail; (ii) protection of personal data; (iii) integrity, availability and authenticity of data; and (iv) reliable, accurate and complete information on the implementation of the operational programme (in line with Article 32(2)(a) of Regulation (EU) No 223/2014), data on each operation necessary for monitoring, evaluation, financial management, verification and audit (in line with Article 32(2)(d) and (e) of Regulation (EU) No 223/2014) and data required for drawing up payment applications and accounts (as required by Article 33(d), (g) and (h) of Regulation (EU) No 223/2014).

Si la Commission décide d’octroyer une contribution financière du Fonds sur la base d’une demande reçue après le 28 juin 2014 pour une catastrophe naturelle relevant du champ d’application du présent règlement, elle peut rejeter une nouvelle demande de contribution financière relative à une catastrophe naturelle de même nature ou réduire le montant à accorder lorsque l’État membre fait l’objet d’une procédure d’infraction et que la Cour de justice de l’Union européenne a rendu un jugement définitif selon lequel l’État membre concerné n’a pas appliqué la législation de l’Union en matière de prévention et de gestion des risques de catastrophes directement afférente à la nature de la catastrophe naturelle subie.
If the Commission decides on a financial contribution from the Fund based on an application received after 28 June 2014 for a natural disaster falling under the scope of this Regulation, it may reject a further application for a financial contribution relating to a natural disaster of the same nature or reduce the amount to be made available where the Member State is the subject of infringement proceedings and the Court of Justice of the European Union has delivered a final judgment that the Member State concerned has failed to implement Union legislation on disaster risk prevention and management, which is directly linked to the nature of the natural disaster suffered.

Afin d'assurer la continuité de l'aide financière prévue au titre du programme pour le fonctionnement des organismes, il convient que la Commission soit en mesure de considérer comme admissibles au financement, dans le programme de travail annuel pour 2014, les coûts directement liés à la mise en œuvre des activités bénéficiant d'un soutien, même s'ils ont été exposés par le bénéficiaire avant la présentation de la demande de financement.
In order to ensure continuity in the financial support provided under the Programme to the functioning of bodies, the Commission should be able, in the annual work programme for 2014, to consider the costs directly linked to the implementation of the supported activities to be eligible for financing, even if they were incurred by the beneficiary before the financing application was submitted.
