Considers that the ERDF and the Cohesion Fund can contribute to meeting the targets under Directive 2009/28/EC and the 2030 Framework for Climate and Energy, as well as funding research and innovation in connection with renewable energy generation, while supporting job creation and economic growth; underlines the importance of thematic concentration within cohesion policy, since this should contribute to channelling investment towards the low-carbon economy, including renewable energies, especially in the light of the prominent role of the thematic objective ‘Supporting the shift towards a low-carbon economy in all sectors’; calls on the Member States to increase their efforts and make best use of the funding opportunities existing for this purpose, while underlining the opportunities for local business development and job creation; recalls the common provisions in the ERDF and the Cohesion Fund supporting the eligibility of projects related to energy efficiency and the use of renewable energy sources in private households, public buildings and enterprises, and believes that regional renewable energy market integration, which could be achieved through such funding, would represent an important contribution of cohesion policy in this respect.

In order to ensure an efficient deployment of concerned ERDF and EAFRD resources, the model of the funding agreement should include, inter alia, tasks and obligations of the EIB or the EIF such as remuneration, a minimum leverage to be achieved at clearly defined milestones, conditions for the creation of new debt finance to the benefit of the SMEs, provisions relating to non-eligible activities and exclusion criteria, a schedule of ERDF and EAFRD payments to the financial instruments, penalties in the event of non-performance by the concerned financial intermediaries, provisions on the selection of the financial intermediaries, provisions on monitoring, reporting, auditing and visibility of the financial instruments and conditions for termination of the agreement.

Compte tenu de l'alignement ultérieur des règles régissant la coopération entre un ou plusieurs États membres et un ou plusieurs pays tiers, essentiellement dans le cadre de la coopération transfrontalière établie au titre de l'instrument européen de voisinage (IEV) et de l'instrument d'aide de préadhésion (IAP II), mais aussi dans le cadre du financement complémentaire du Fonds européen de développement et de la coopération transnationale relevant de l'objectif "Coopération territoriale européenne", lorsque des dotations provenant de l'IEV et de l'IAP II doivent être transférées pour être regroupées avec les dotations du Fonds européen de développement régional (FEDER) au titre de programmes de coopération conjointe, la participation des membres de pays tiers voisins d'un État membre, y compris ses régions ultrapériphériques, aux GECT constitués entre au moins deux États membres devrait être explicitement prévue.
Given the further alignment of the rules governing the cooperation between one or more Member States and one or more third countries, predominantly in the context of cross-border cooperation under the European Neighbourhood Instrument (ENI) and the Instrument for Pre-accession Assistance (IPA II), but also in the context of complementary financing from the European Development Fund, and of transnational cooperation under the European territorial cooperation goal, where allocations from the ENI and the IPA II are to be transferred in order to pool such allocations with allocations from the European Regional Development Fund (ERDF) under joint cooperation programmes, the participation of members from third countries neighbouring a Member State, including its outermost regions, in EGTCs established between at least two Member States should be explicitly provided for.

The major part of the ERDF funding for cross-border and transnational cooperation programmes should be concentrated on a limited number of thematic objectives in order to maximise the impact of cohesion policy across the Union.

Une attention particulière devrait être accordée aux régions ultrapériphériques, en adoptant des mesures au titre de l'article 349 du traité sur le fonctionnement de l'Union européenne étendant, à titre exceptionnel, le champ d'intervention du FEDER au financement des aides au fonctionnement liées à la compensation des coûts supplémentaires découlant de la situation économique et sociale spécifique de ces régions, qui est le fait de handicaps résultant des facteurs visés à l'article 349 du traité sur le fonctionnement de l'Union européenne, à savoir leur éloignement, leur insularité, leur faible superficie, leur topographie et leur climat difficiles, ainsi que leur dépendance économique à l'égard de quelques produits, dont la permanence et la combinaison nuisent gravement à leur développement.
Specific attention should be paid to the outermost regions, namely by adopting measures under Article 349 TFEU extending, on an exceptional basis, the scope of support from the ERDF to the financing of operating aid linked to the offsetting of the additional costs resulting from the specific economic and social situation of those regions which is compounded by the handicaps resulting from the factors referred to in Article 349 TFEU, namely remoteness, insularity, small size, difficult topography and climate, economic dependence on a few products, the permanence and combination of which severely restrain their development.

In its request, the requesting Member State should also identify the programmes (including the list of project proposals and related funding needs) co-financed by the ERDF or the CF and the part of the 2012 and 2013 allocations to such programmes that it wants to allocate to the risk-sharing instrument.
