Stresses that full cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY), as regards the arrest and extradition of the remaining fugitive indictees, the transfer of evidence and full cooperation before and during the trial process, is an essential requirement of the accession process; urges the Commission to support, jointly with the ICTY, the OSCE and the governments of the region, initiatives aimed at strengthening the capacity and efficiency of national judiciaries engaged in determining accountability for war crimes and other lesser crimes, and ensuring that trials are conducted in an independent and impartial manner and in accordance with the standards and norms of international law;
