Ujjal Dosanjh: With regard to the announced purchase of Close Combat Vehicles (CCV) and Tactical Armoured Patrol Vehicles (TAPV): (a) why was the solicitation of interest and qualifications (SOIQ) postponed to 2010; (b) what industry feedback contributed to non-issuance of the SOIQ; (c) what changes to the government requirements contributed to this decision; (d) what impact did the Department of National Defence (DND) internal reviews have on the CCV procurement process, including whether resources that had been allotted to the CCV procurement process were reallocated and, if applicable, what was the value of those resources and to where were they reallocated; (e) what are the key procurement priorities of DND; (f) what impact does the end of the military mission in Afghanistan have on the decision to not issue the SOIQ as scheduled; (g) what is the timeframe for issuing the SOIQ for the TAPV project and is this on schedule; and (h) if applicable, what are the details of the revised schedule for either project?

31. se félicite du consensus sur un document final auquel a abouti la conférence d'examen de Durban le 21 avril 2009, dans le prolongement de la conférence mondiale contre le racisme, et qui, entre autres, protège pleinement le droit à la liberté d'expression tel que défini par le droit international, renouvelle et renforce l'appel à la protection des droits des migrants et reconnaît les formes multiples et aggravées de discrimination; réprouve le discours du président Mahmoud Ahmadinejad, qui était contraire à l'esprit et à l'objectif de la conférence, à savoir éradiquer le fléau du racisme; se félicite des sessions de fond tenues du 21 avril au 2 mai 2008 et du 6 au17 octobre 2008 par le CDHNU, qui agit en qualité de comité préparatoire de la conférence d'examen de Durban;
31. Welcomes the consensus reached in the Durban Review Conference on an outcome document on 21 April 2009 as a follow-up to the World Conference Against Racism, which inter alia fully protects the right to freedom of expression as defined under international law, affirms and strengthens the call for the protection of migrants' rights, and acknowledges multiple and aggravated forms of discrimination; condemns the speech of President Mahmoud Ahmadinejad, which contradicted the spirit and purpose of the conference, namely to defeat the scourge of racism; welcomes the substantive sessions of the UNHRC acting as the preparatory committee for the Durban Review Conference, which took place from 21 April to 2 May 2008 and from 6 to 17 October 2008;

Recalls that the EU has declared itself, both to its own citizens and to the whole world, to be a community of values, that fundamental rights and freedoms form the innermost core of this community of values and that they have been comprehensively expressed in the Charter of Fundamental Rights and recognised by the EU institutions and all the Member States on many occasions; considers, therefore, that if one or more Member States now claim an opt-out from the Charter of Fundamental Rights, this would represent a dramatic setback and cause serious damage to the EU's innermost sense of identity; for this reason, urgently appeals to all Member States once again to make every effort to overcome this internal division and to reach a consensus after all on the complete validity of the Charter;

During this mission, the Committee also travelled to Oslo , Norway , where it found that not only did Norway lead the way for the world by establishing the first-ever national children’s ombudsman in 1981, but it was the only dualist country that had expressly incorporated the Convention on the Rights of the Child through domestic enabling legislation.[36] The Committee met with officials from the Departments of Foreign Affairs, Justice, and Children and Family Affairs, as well as researchers and organizations, including the Ombudsman for Children, Save the Children Norway, and Childwatch International Research Network.
