The rapporteur has done a magnificent job and we have all tried to develop a proposal for a legislative text that can be recognised throughout the Union, thus guaranteeing rights and which is based on the reality of a Union that is still being constructed, that has different national legal systems and that has different levels of access to electronic communications.

Je sais qu'il s'agit du texte maximal que le Conseil puisse accepter, mais nous n'allons pas contribuer à son adoption en espérant qu'il sera amélioré en seconde lecture. Nous ne voterons cependant pas contre car nous reconnaissons l'excellent travail réalisé par le rapporteur, M. Ortuondo, qui par quelques amendements de transaction nous montrent le chemin à suivre lors de la prochaine lecture.
As we understand that it is the minimum text that the Council will accept, we are not going to contribute to its adoption in the hope that it will be improved at second reading, but we will not vote against it because we recognise the excellent work done by the rapporteur, Mr Ortuondo, which resulted in some agreed amendments which show us the path to take for the next reading.
