This is more than ever necessary in a time of economic crisis when industry itself is often compelled to forego technological innovation and to cut back on investment in research and development activities (1) COM(85) 399 - 2 - In the production and utilization of wood, the resources of Europe's forests are to be turned to account and safeguarded in accordance with ecological principles. Methods of wood processing, inccluding paper production, will also be rationalized. In the development of advanced materials, the Community is to help the industrial companies concerned (mainly small to medium- size undertakings) to hold their own in competition with their opposite numbers in the United States and Japan, many of whom receive substantial public aid. Advanced materials will be a key factor in the further technological development of the European Community. Materials science and engineering are advancing rapidly. Materials such as technical ceramics, light alloys and composites are vital to progress in many traditional and new sectors of industry.
