Following the vote in the European Parliament confirming the appointment of the three new Chairmen to the three new European Supervisory Bodies (Andrea Enria for the European Banking Authority, Steven Maijoor for the European Securities and Markets Authority and Gabriel Bernardino for the European Insurance and Occupational Pensions Authority), European Commissioner Michel Barnier said:

7. déplore que la proposition de création d'une force européenne de protection civile de l'ancien commissaire européen Michel Barnier reste lettre morte et met en évidence à cet égard la nécessité de poursuivre le développement d'une capacité de réaction rapide en s'appuyant sur les modules de protection civile des États membres, conformément au mandat donné par le Conseil européen des 15 et 26 juin 2006; invite la Commission à présenter une proposition concrète à cette fin;
7. Regrets that the proposal made by former European Commissioner Michel Barnier to create a European Civil Protection Force remains a dead letter and highlights the need, in this context, to pursue the development of a rapid response capacity on the basis of the civil protection modules of Member States, in accordance with the mandate issued by the European Council meeting of 15 and 16 June 2006, and calls on the Commission to develop a specific proposal to that end;

Le rapport plaide ainsi pour la création d'une capacité européenne de réaction rapide (force européenne de protection civile), idée lancée par Michel Barnier à la suite du Tsunami en Asie et reprise maintes fois par le Parlement européen.
The report therefore advocates the establishment of a European rapid response capability (European civil protection force), a concept launched by Michel Barnier following the 2004 tsunami in south-east Asia and repeatedly urged by Parliament.

Welcomes the Council's efforts to ensure the speedy and effective deployment of the many ESDP resources available in the event of a disaster; in this connection, stresses how urgent it is to fill the gaps with regard to strategic transport coordination; therefore urges the Member States to make the funding needed to resolve this problem available as soon as possible; also calls on the Council to examine very seriously the proposals made in the above-mentioned report presented by Michel Barnier, including in particular the creation of an informal European Civilian Security Council, an integrated European approach to anticipate crises, the pooling of existing national resources and the setting-up of European consulates to assist EU citizens abroad; and asks the Council and the Commission to work together to gradually implement these proposals;

In particular the European Institute in Florence, at the Commission’s request – and I expect Michel Barnier will mention this – did so with a result which I would describe as extremely honourable, despite the particularly arid aspect of the exercise, but I do not have the impression that the authors of the report, to which Mr Duhamel refers, indeed – managed to avoid a certain contradiction between the objective of clarity and the objective of legal certainty.
