La communication constitue une première réponse au Conseil européen qui, le 2 décembre 2009, dans le programme de Stockholm, avait invité la Commission à «se pencher sur les mesures appropriées en vue de mettre en place la coordination et la coopération nécessaires pour faciliter la protection consulaire conformément à l'article 23 du traité sur le fonctionnement de l'UE»[5].

It is interesting to note that, when consulted on the Danish initiative, which stated inter alia that the aim of the decision in question was to regulate questions relating to the fight against serious cross‑border crime, and not questions relating to asylum or immigration, the European Parliament considered the second part of this statement to be superfluous and proposed that it be deleted, a proposal which the Council adopted.
