Is equally concerned at the recent statement by the French Defence Minister, Jean-Yves Le Drian, regarding the need to operate militarily in Libyan coastal waters in order to effectively fight human smugglers and traffickers; stresses the many negative statements by Libyan decision-makers with regard to the plans to deploy EUNAVFOR Sophia forces in Libyan territorial waters; recalls that without the consent of the Libyan authorities or a UN mandate under Chapter VII of the UN Charter, such military action is to be considered illegal and an act of aggression; is concerned about the overall effectiveness of the approach, in light of recent experiences onshore in the context of EUNAVFOR Atalanta in Somalia, the possible collateral damage and causing of suffering to the coastal population, and the fact that such inappropriate and illegal military action by EU Member States might result in strengthening support for violent extremists like IS;

Highlights the recent success achieved by EUNAVFOR Atalanta – which must continue – in curbing the occurrence of pirate attacks in the western Indian Ocean and in enhancing the credibility of the CSDP; notes that Operation Atalanta is the first ever CSDP naval mission and that it should constitute a model for the further development and implementation of the maritime dimension of the CDSP, taking stock of its successes, its shortcomings and lessons learned; welcomes the positive role taken by the EU with EUNAVFOR Atalanta in the SHADE (Shared Awareness and De-confliction) mechanism in promoting coordination between the multinational, national and regional naval forces operating in the area, and notably with NATO’s operation Ocean Shield; also welcomes the good cooperation between EU agencies (such as the EU Satellite centre SatCen and EMSA) and third actors, particularly in the field of satellite vessel imagery interpretation, even when there are no formal arrangements underpinning such cooperation; calls on the EU to formalise the bridging among existing EU tools and bodies, such as that developed among Atalanta, EMSA and SatCen, so as to avoid duplication of tasks, resources and expertise and to reap the clear operational benefits of such synergies;

F. considérant que le Conseil a décidé de prolonger l'opération de l'UE Atalanta de lutte contre la piraterie de deux ans supplémentaires, à savoir jusqu'en décembre 2014, afin de contribuer à dissuader, prévenir et réprimer les actes de piraterie et les vols à main armée au large des côtes de la Somalie, à protéger les navires du Programme alimentaire mondial acheminant l'aide alimentaire aux personnes déplacées de Somalie, à escorter les navires de la Mission de l'Union africaine en Somalie (AMISOM) ainsi que les navires vulnérables au large des côtes; étant rappelé que l'opération EUNAVFOR Atalanta doit aussi contribuer à la surveillance des activités de pêche au large des côtes de la Somalie;
F. whereas the Council decided to prolong the EU’s counter-piracy operation Atalanta by two more years until December 2014, to contribute to the deterrence, prevention and repression of acts of piracy and armed robbery off the Somali coast, the protections of vessels of the World Food Programme (WFP) delivering food aid to displaced persons in Somalia; the protection of the African Union Mission On Somalia (AMISON) shipping as well as the protection of vulnerable shipping off the coast; in addition, EU NAVFOR - Atalanta shall also contribute to the monitoring of fishing activities off the coast of Somalia;

7. considère que tant qu'une solution politique n'est pas apportée par la Communauté internationale au problème de la fiabilité de la Somalie comme État, la stratégie de sécurité poursuivie par l'opération EUNAVFOR Atalanta doit prévaloir et même se renforcer quant aux moyens d'action disponibles pour les forces déployées par l'opération Atalanta elle-même;

Takes the view that, until such time as a political solution has been found by the international community to the problem of Somalia's trustworthiness as a state, the security strategy implemented by means of Operation EUNAVFOR Atalanta must continue to prevail and even be strengthened in terms of the resources available to the forces deployed by the operation itself;
