2. demande à la Commission et au Conseil d'oeuvrer à la ratification universelle de ces instruments – et à la mise en oeuvre de la convention des Nations unies relative aux droits de l'enfant – dans le cadre de leur dialogue politique avec les pays tiers et notamment avec les partenaires ACP dans le cadre de l'Accord de Cotonou; demande que, dans tous les accords de partenariat que l'Union Européenne est amenée à négocier, la situation des enfants fasse explicitement partie de l'accord politique, au même titre que le développement des institutions démocratiques;
2. Calls on the Commission and the Council to work to secure the universal ratification of these instruments - and the implementation of the UN Convention of the Rights of the Child - in the context of their political dialogue with third countries, and, in particular, the ACP countries under the Cotonou Agreement; calls for the situation of children to form an express part of the political agreement, in the same way as the development of democratic institutions, in all partnership agreements to be negotiated by the European Union;
