11. insiste sur le fait que toutes les démocraties devraient unir leurs efforts pour bâtir la stabilité et la paix sous l'autorité des Nations unies; regrette profondément que la doctrine du non-alignement, héritée de l'époque de la guerre froide, fragilise l'alliance des démocraties au profit de régimes antidémocratiques ou pas encore réellement démocratiques; regrette qu'au nom de cette même doctrine, certains États membres se soient dérobés à la responsabilité de contribuer à la défense des valeurs et des libertés du monde démocratique;
11. Insists that all democracies should be united in their efforts to build stability and peace under the authority of the United Nations; profoundly regrets that the doctrine of non-alignment, inherited from the Cold War era, undermines the alliance of democracies to the benefit of undemocratic and not yet truly democratic powers; regrets that, in the name of a doctrine of non-alignment, certain Member States have abdicated their responsibility to contribute to the protection of the values and freedoms of the democratic world;
