Nous sommes donc d’avis que toute décharge doit attendre la conclusion d’un accord interinstitutionnel définissant clairement les obligations du Conseil en termes de transparence et de coopération avec le Parlement.
We are therefore of the opinion that any discharge must await an interinstitutional agreement that clearly sets out the Council’s obligations in respect of transparency and cooperation with Parliament.
