The challenge for the EU is to engage China comprehensively and coherently on all key issues identified in the 1998 and elaborated on in this Communication, in particular China's political and economic integration into the international community and the opening of China with the full respect of internationally recognised human rights standards and the rule of law.

The new negotiating guidelines should also include the necessary practical mechanisms to ensure that the provisions of the future agreement are fully adjusted to the mandate of the Union Treaty stating that the encouragement of international cooperation and the development and consolidation of democracy and the rule of law and respect for human rights are both objectives of the CFSP, on the basis of the principle of economic and social cohesion and the reduction of inequalities between sectors of society and within regions;

Toutefois, cela n'exclut pas l'apparition, dans l'avenir, de disparités entre États membres quant aux conditions d'exécution des virements transfrontaliers, même si, paradoxalement, il est parfaitement possible que tous ces États membres soient juridiquement en règle avec les obligations que leur impose le droit communautaire.
This does not, however, exclude that differences could arise in the future between the cross-border credit transfer regimes of different Member States. Although this may appear paradoxical, it is legally perfectly possible for all such Member States to be in compliance with their obligations under Community law.
