Definition: Enduring personality change, present for at least two years, following exposure to catastrophic stress. The disorder is characterized by a hostile or distrustful attitude toward the world, social withdrawal, feelings of emptiness or hopelessness, a chronic feeling of being on edge as if constantly threatened, and estrangement. Définition: Cette catégorie concerne des anomalies de la personnalité et du comportement chez l'adulte, survenant en l'absence de troubles préalables de la personnalité et faisant suite à un facteur de stress, soit catastrophique, soit excessif et prolongé, ou à une maladie psychiatrique sévère. Ce diagnostic ne doit être porté que dans les cas où on a la preuve d'un changement manifeste et durable des modes de perception, de relation ou de pensée concernant l'environnement ou soi-même. La modification de la personnalité doit être significative et être associée à un comportement rigide et mal adapté, absent avant la survenue de l'événement pathogène. La modification ne doit pas être la manifestation directe d'un autre trouble mental ni un symptôme résiduel d'un trouble mental antérieur.
Definition: Disorders of adult personality and behaviour that have developed in persons with no previous personality disorder following exposure to catastrophic or excessive prolonged stress, or following a severe psychiatric illness. These diagnoses should be made only when there is evidence of a definite and enduring change in a person's pattern of perceiving, relating to, or thinking about the environment and himself or herself. The personality change should be significant and be associated with inflexible and maladaptive behaviour not present before the pathogenic experience. The change should not be a direct manifestation of another mental disorder or a residual symptom of any antecedent mental disorder.

Without prejudice to paragraph 1, in order to avoid modifications or adjustments with adverse effects on the functional safety or on the environmental performance of the vehicle, the manufacturer shall endeavour, through the use of best engineering practice, to prevent such modifications or adjustments from being technically possible, unless such modifications or adjustments are explicitly declared and contained in the information folder and thus covered by the type-approval.

La demande d’approbation ou de modification des conditions d’approbation d’une substance active est introduite par le producteur de la substance active auprès d’un État membre, dénommé «l’État membre rapporteur», et est accompagnée d’un dossier récapitulatif et d’un dossier complet, établis conformément à l’article 8, paragraphes 1 et 2, ou d’une justification scientifique de la non-communication de certaines parties de ces dossiers; il doit être démontré que la substance active satisfait aux critères d’approbation établis à l’article 4.

An application for the approval of an active substance or for an amendment to the conditions of an approval shall be submitted by the producer of the active substance to a Member State, (the rapporteur Member State), together with a summary and a complete dossier as provided for in Article 8(1) and (2) or a scientifically reasoned justification for not providing certain parts of those dossiers, demonstrating that the active substance fulfils the approval criteria provided for in Article 4.

If a variation to the marketing authorisation dossier or an amendment to the request referred to in Article 9(2) of Directive 2001/20/EC is necessary, the application for modification shall be submitted to the competent authorities.

—By derogation from the provisions of the first, second and third indents of the present point (evaluation and certification), where a Vaccine Antigen Master File corresponds only to a vaccine which is the subject of a marketing authorisation which has not been/will not be granted according to a Community procedure, and, provided the authorised vaccine includes vaccine antigens which have not been evaluated through a Community procedure, the scientific and technical evaluation of the said Vaccine Antigen Master File and its subsequent changes, shall be carried out by the national competent authority that has granted the marketing authorisation.
