In these circumstances it is premature to provide that the effects of evidence of formal training in pharmacy must also extend to the pursuit of the activities of pharmacist as the controller of a pharmacy open to the public for less than three years. Considers in particular that, owing to inadequate implementation of the Nitrates Directive, the aim of reducing nitrate pollution and preventing the problem of eutrophication is far from having been achieved; notes furthermore that the European Environment Agency states that nitrate concentrations in major EU rivers are largely unchanged since 1980; accordingly, there has been no radical reduction in nitrate pollution of watercourses or in eutrophication of the seas (especially the North Sea and the Baltic Sea, but also the northen Adriatic);
