But that would seem to me a relatively minor difference when one looks at the overall shape of the legislation, the emphasis on suppressing financing, the emphasis on using the legislation not only to deal with organizations that might be considering terrorist acts within Canada, but also to cover the activities of terrorist organizations abroad.
