5. Emphasises the important role of grassroots civil society in the process of peace-building and reconciliation, and particularly the participation of young people in intercultural dialogue and exchange, as well as in the political sphere; notes the significant role of cultural activists, artists, writers and academics in promoting dialogue and understanding between the different groups in society; urges the promotion of education for democracy, fundamental rights and citizenship in Bosnia;

16. juge regrettable que la présence accrue de l'Union dans la région n'ait pas abouti concrètement à de véritables progrès dans le domaine de la démocratie, des droits de l'homme, de la bonne gouvernance et de l'État de droit; estime que les organisations de la société civile devraient contribuer à définir des priorités, ainsi qu'à améliorer la gouvernance et l'efficacité de la coopération au développement; demande, par conséquent, à la Commission et aux États d'Asie centrale de lever l'ensemble des barrières politiques et administratives qui empêchent ces pays de participer de manière efficace à la coopération au développement; invite également la Commission à consolider les programmes pour le dialogue interculturel et les contacts entre personnes, dans la mesure où cette septième priorité de la stratégie n'a pas été suffisamment explorée, au travers de réunions de fond ou de projets significatifs qui, bien gérés, présenteraient un coût limité;
16. Considers it regrettable that the increased EU presence in the region has translated, in practice, into few positive changes in relation to democracy, human rights, good governance and the rule of law; takes the view that civil society organisations should help in defining priorities, as well as improving governance and the efficacy of development cooperation; calls therefore on the Commission and the Central Asian states to eliminate all unnecessary political and administrative barriers to effective participation by those states in development cooperation; also calls on the Commission to strengthen programmes for intercultural dialogue and people-to-people contacts, as this seventh priority of the strategy has not been fully explored through substantive meetings or projects, the costs of which would, if well managed, be limited;

À cet égard, permettez-moi de souligner à quel point il serait important et significatif de transformer cette Année européenne du dialogue interculturel en un cadre viable à long terme destiné à promouvoir la bonne gouvernance de la diversité interculturelle.
In this regard, let me stress how important and significant it will be if the European Year of Intercultural Dialogue could be expanded into a long-term, sustainable framework for promoting good governance of intercultural diversity, and I praise His Excellency the President’s words in this respect.

Il n'en est pas moins significatif que le dialogue interculturel de l'année 2008 se propose de mettre en œuvre un programme structuré et renforcé qui conférera une valeur ajoutée aux actions de l'UE et aux opportunités offertes par une participation créative de tous les citoyens.
However, it is important that the goal of intercultural dialogue in 2008 should aim to be a structured and enhanced project which will lend added value to EU measures and provide opportunities for creative participation by all citizens.

Autrement dit, l'effort budgétaire doit être digne du programme dont la mise en œuvre est souhaitée, un programme qui ait une réelle envergure, un programme qui puisse bénéficier à un nombre conséquent d'étudiants et d'étudiantes et atteindre ainsi les objectifs ambitieux pour que se réalise un dialogue interculturel significatif.
In other words, the budgetary outlay must be worthy of the programme which we want to see implemented, a programme which is truly wide-ranging, a programme which can benefit a sizeable number of students and thereby attain the ambitious objectives in order to bring about significant intercultural dialogue.
