I'm not going to say equal and opposite, because that's more of a scientific formula, but there's no question that a government program causes a reaction, and therefore if we can measure that reaction we get into a program with the intention and the hope and the desire, presumably, that it's going to have a positive impact on the society in the area where the program is going to make its impact.

Toutefois, nous avons également déjà vu qu'il était parfois difficile d'avoir accès à des programmes fédéraux censés justement soutenir la productivité ou l'innovation et les utiliser à bon escient dans la région, parce que nos entreprises n'avaient pas nécessairement la bonne taille ou à cause d'autres problèmes. Nous sommes certainement d'accord avec certains de ces programmes nationaux, mais il faudrait les examiner de plus près pour voir s'ils réussissent véritablement à aider les entreprises de la région à améliorer leur productivité, à diversifier leurs investissements et à améliorer leur compétitivité technologique, afin qu'elles puissent occuper leur place dans l'économie mondiale.
So I certainly think we do favour the idea that some of those national programs that might help in some of these areas do need to be examined to see if they are effective in helping companies in this region take advantage of them, so they can improve their productivity, invest, and improve their technology competitiveness, so that they can compete in the world economy.
