...[+++]miné la communication de la Commission, du 20 octobre 1995, relative aux perspectives de coopération internationale dans le domaine de RDT et à la lumière de l'avis du Comité de la recherche scientifique et technique (CREST), 1. APPROUVE les cinq objectifs globaux proposés pour la future politique de la Communauté visant à renforcer et à intensifier davantage la coopération en matière de recherche et de développement technologique avec les pays tiers, selon les modalités suivantes : - renforcer la compétitivité européenne et développer des technologies pour les futurs marchés ; - développer le partenariat dans le domaine de la science et de la technologie, en particulier avec les pays tiers qui présentent un intérêt stratégique pour la Communauté ; - partager les responsabilités et mener des activités de RDT sur les défis économiques et sociaux ; - promouvoir des activités de RDT adaptées aux besoins et aux priorités des pays en développement pour favoriser leur croissance économique durable ; - partager l'information scientifique et technologique et contribuer à la mégascience ainsi qu'aux sciences et technologies de pointe. 2. INSISTE sur l'idée que la coopération avec les pays tiers en matière de RDT devrait rester fondée sur les principes suivants : subsidiarité, avantage mutuel, cohérence avec les autres politiques communautaires, en particulier avec les politiques extérieures de l'Union, efficacité et qualité. 3. ION IN THE FIELD OF RESEARCH AND TECHNOLOGICAL DEVELOPMENT - COUNCIL RESOLUTION Following the discussions which have taken place on the Commission's communication on perspectives for international cooperation in research and technological development, both in CREST and in the Permanent Representatives Committee, the Council adopted the following resolution : "THE COUNCIL OF THE EUROPEAN UNION, Having examined the Commission communication of 20 October 1995 on Perspectives for International Cooperation in the field of RTD, and in the light of the opinion of the Scientific
...[+++]and Technical Research Committee (CREST), (1) ENDORSES the five overall objectives for future Community policy further to strengthen and increase cooperation in RTD with third countries, as follows: - strengthen European competitiveness and develop technologies for future markets; - develop partnership in science and technology, in particular with third countries of strategic interest to the Community; - share responsibility and conduct RTD on economic and social challenges; - promote RTD relevant to the needs and priorities of developing countries for fostering their sustainable growth; - share ST information and contribute to large scale and frontier science and technology (2) EMPHASIZES that cooperation with third countries in the field of RTD should continue to be based on the following principles: subsidiarity; mutual benefit; consistency with other Community policies, in particular the Union's external policies; efficiency and quality (3) UNDERLINES the need for a differentiation in approach between the different third country partners for economic, political and geographical reasons.
