At its March plenary session, the European Parliament adopted the Cottigny report on Restructuring and Employment and the Hutchinson report on Relocation in the context of regional development.

Le rapport Cottigny reprend, par ailleurs, à son compte une des conclusions de l'avis d'initiative du CESE du 29 septembre 2005 intitulé "Le dialogue social et l'implication des travailleurs, clé pour anticiper et gérer les mutations industrielles". Celle-ci estime que « le succès d'une restructuration se mesure bien sûr à la compétitivité et à la capacité d'innovation des entreprises, mais aussi et tout autant à la préservation des emplois et à la bonne gestion sociale des retombées négatives ».
The Cottigny report also incorporates one of the conclusions of the EESC's own-initiative opinion of 29 September 2005 entitled Social dialogue and employee participation, essential for anticipating and managing industrial change, stating that "while the success of restructuring is certainly measured in terms of businesses’ competitiveness and innovative capacity, it is equally measured in terms of job preservation and good social management of any negative consequences".
