The Madrid Summit has provided us with an opportunity to concrete and consolidate the bi-regional strategic partnership through juridical and institutional expressions, based on association agreements, partnership agreements and other mechanisms; a fruitful political dialogue; solid economic and financial relations supported by a progressive, equitable, and balanced liberalisation of trade and capital flows; and dynamic and constructive co-operation in the educational, scientific, technological, cultural, human and social fields with a view to giving our bi-regional relation a new dimension for the XXI century and to seizing the opportunities offered by and facing the challenges of an increasingly globalised world.

4. Cette coopération sera axée en particulier sur les points suivants : - développement et diversification plus poussés des échanges et des investissements dans l'intérêt des parties, compte tenu de leur situation économique respective ; - développement, dans leur intérêt mutuel, des formes existantes et de nouvelles formes de coopération économique en vue d'encourager et de faciliter les échanges et les contacts entre les milieux d'affaires des deux régions ; - encouragement d'une meilleure compréhension mutuelle et renforcement des liens entre les deux régions dans les domaines technique, économique et culturel ; - constitution, par le Sri Lanka, d'une capacité économique d'interactions plus efficaces avec la Communauté ; - accélération du rythme de développement du Sri Lanka, en soutenant ses efforts de mise sur pied de son économie et notamment d'amélioration des conditions de vie des catégories les plus démunies de la population ; - soutien de la protection de l'environnement et d'une gestion durable des ressources naturelles.
4. This cooperation will focus in particular on: - further development and diversification of trade and investment in their mutual interest, taking into account their respective economic situations; - development in their mutual interest of existing and new forms of economic cooperation directed at promoting and facilitating exchanges and connections between business communities in the two regions; - facilitation of better mutual understanding and strengthening of ties in respect of technical, economic and cultural matters; - building up of Sri Lanka's economic capability to interact more effectively with the Community; - acceleration of the pace of Sri Lanka's development, supporting Sri Lanka's efforts in building up its economy and in particular to improve the living conditions of the poorer sections of the population; - support of environmental protection and sustainable management of natural resources.
