1. The navigation of the River Ottawa, as well by vessels and boats as by rafts and cribs of timber or logs, is hereby declared to be subject to the exclusive legislative authority of the Parliament of Canada, and all canals or other cuttings for facilitating such navigation, and all dams, slides, piers, booms, embankments and other works of what kind or nature soever in the channel or waters of the said River, or in which the waters of the said River are used, and in whatever Province situate, and whether constructed or to be constructed, and whether constructed by the Government of Canada or by the Government of the late Province of Canada, or by the Government of Upper or of Lower Canada, or by any private party by the consent and authority of any of the said Governments, which shall, from time to time, be recognized by the Governor in Council, on the report of the Minister of Public Works and Government Services, as being or as having been, constructed for any purpose of public utility, shall be held to be works for the general advantage of Canada, and, with all works of like character, no matter by whom constructed and whether recognized as being for the general advantage or not, situate in or on the waters of the said River, shall be subject to the exclusive legislative authority of the Parliament of Canada, and shall be under the control and management of the Department of Public Works and Government Services, and subject to the provisions of the Act, intituled, “Department of Public Works and Government Services Act”.

4 (1) For the purpose of constructing a dry dock under this Act, the company entering into the agreement contemplated by section 3 may utilize, or acquire for the purpose of utilizing, the works and property of any existing dry dock company whose dock has been constructed under An Act to encourage the construction of Dry Docks by granting assistance on certain conditions to companies constructing them, chapter 17 of the Statutes of Canada, 1882, An Act to encourage the construction of Dry Docks, chapter 9 of the Statutes of Canada, 1899, An Act to encourage the Construction of Dry Docks, chapter 116 of the Revised Statutes of Canada, 1906, or An Act to encourage the Construction of Dry Docks, chapter 24 of the Statutes of Canada, 1908, and the value of the works and property at the time when the agreement is entered into, in so far as the works and property may be useful in the construction of a dry dock of greater dimensions or capacity under this Act, shall be deemed to be for the purposes of subsidy calculation a part of the cost of the dry dock constructed under this Act.

It consists of support to the industry in the form of the following measures and the Minister of Industry has repeated them over and over in this House: domestic procurement by the federal government for all its ship construction and repair requirements where it is feasible to do so; a 25% tariff on most non-NAFTA foreign built ships; an accelerated capital cost allowance of 33.3% on new ships built in Canada, which many other sectors have requested; financing through the Export Development Corporation for commercially viable transactions; and a favourable R and D tax credit system that encourages shipbuilders to keep pace with new technology.

(Return tabled) Question No. 469 Mr. Mark Holland: With regard to the government’s August 2010 announcements that new units would be constructed on the grounds of existing federal penitentiaries administered by the Correctional Service of Canada (CSC) as part of its implementation of the Act to amend the Criminal Code (limiting credit for time spent in pre-sentencing custody): (a) how many new units are being built as part of this accommodation plan; (b) at which institutions will these new units be constructed; (c) what is the timeline, broken down annually, for the building of these new units at existing facilities; (d) how many offenders per unit are the new units designed to house; (e) what were the criteria for selecting the locations of the new units; (f) were the communities in which the facilities chosen for expansion are housed consulted about the planned expansion and, if so, when; (g) has a review of the impacts on host communities of expanding existing facilities been undertaken by CSC and, if so, what were the results; (h) what evidence does CSC have to support their claim that the prison expansion plan will ensure " tangible economic growth”; (i) what are the costs associated with the construction of the new units per year and over their projected life-cycle; (j) what are the costs associated with operating and maintaining the new units per year and over their projected life-cycle; and (k) over the next 20 years, is CSC considering the closure of any facility at which new units are being constructed and, if so, which facilities and what is the timeline for their closure?
